Its history begins in 1813. In the town of Kulym that summer, a detachment led by Count A. Osterman-Tolstoy was on the way to the corps of the Frenchman Marshal Vandam, and by this act he saved an army of allies that was moving away from Dresden. There was a hard fight. The Russians won. The detachment also had a naval guard crew, which was awarded the St. George's banner. But this did not affect the flags of the ships. This was corrected by Tsar Alexander I by decree of 05.06.1819. From now on, the Guards' crews began to differ in Georgievsky pennants. In the spring of 1918, the lifting of the St. Andrew's flag on the ships of the Soviet Republic was stopped.
