ITU is a medical and social expertise. Where and how is it conducted
The state for social protection of those persons,who have persistent disorders of health, trauma, can not work, have limited opportunities for socialization, has created a whole system of assistance. Its goal is to reduce the distance between a sick person and society. It consists of several components:
- establishing the fact of incapacity for work;
- determining the level of disability;
- solving the ways of socialization of a disabled person;
- the definition of possible social support;
- integrated social support.
ITU - what is it
To address some of these issues in relation toeach specific person requiring state support, and created a medical and social expertise (ITU). Strictly speaking, ITU is a state expertise designed to solve the issue of establishing a disability for a particular person.
Among the main tasks of the ITU - determining the degree of damage to the basic functions of the individual's body, identifying possible ways of rehabilitation, legal recognition of his disabled.
ITU structure
For each individual person in need of disability, the examination is conducted in the ITU bureau at the place of residence. They are branches of the Main Offices located in the regions.
There are city and district branches of the Mainwhere you should come with directions and documents. A disabled person can apply to the ITU for a place of residence (this may be the place of his stay) or at his location (if he travels outside the Russian Federation). For example, to conduct ITU Moscow should contact one of the 95 branches of the "GBU ITU for Moscow" (their addresses are available on the official website of the Head Office).
In case of disagreement with the decision of the local brancha person (or his guardian) can appeal against it to the Head Office, as a rule, these are regional structures. Then the expertise will be conducted here (in our example it will be the ITU GB for Moscow).
The main structure is the Federal Bureau of the ITU. In difficult situations, in case of disagreement with the decision of the Head Body, the examination is conducted here, its decision can be appealed in court.
The Federal Bureau of Medical and Social Expertise is subordinated to the Ministry of Labor of the Russian Federation.
Tasks and powers
One of the main functions of the ITU is the establishment of a disability group. This procedure is an actual general assessment of the health status of the person who applied to the bureau.
To conduct an examination of persons with various diseases, special expert groups have been established:
- groups of mixed profile examine patients with common diseases;
- Special groups are created to deal with issues of persons aged 18-1 years.
Also, profile groups were created for the survey:
- patients with tuberculosis;
- persons with mental disorders;
- suffering from a visual impairment.
Examination will be carried out by an expert group, depending on the disease that is present in the patient.
During the passage of the ITU, the issue of rehabilitation is also addressed and an individual rehabilitation program (IRP) is issued (or adjusted).
Place of expertise
At the same time, according to the Rules for the recognition of a person with a disability (RF Government Resolution No. 95 of 20.02.2006), an examination may be carried out:
- in the bureau, at the place of residence;
- at home, if the state of health does not allow delivery to the office;
- in a medical institution where the person is on treatment;
- in absentia.
About disability groups and the criteria for their establishment
The ITU survey implies the definition of a groupdisability (its extension) or denial of its establishment. All groups of disability 3, and also there is a category "the child-invalid". The ITU Bureau can be disabled for 1 or 2 years, for 5 years and for life (this is determined by the relevant criteria of the Rules).
The specification of groups has a detailed list of health problems of the examined person. These criteria underlie the establishment of an examination of the disability group.
For example, when persistent moderate disorderslead to a decrease in the ability to perform the usual previously professional duties or to reduce the volume or intensity of work, and cause the inability to continue to work in the main profession, but it still allows the person in the standard conditions to perform duties of lower qualifications. This indicates the presence of 1 degree of restriction of the main categories of vital activity, there are grounds for assigning the III group of disability.
If there are persistently expressed disordersfunctions of the body, requiring special labor for the performance of work, or the creation of specific working conditions, of any special technologies. means or assistance of outsiders, they are qualified as the second degree of restriction. In this case, the II group of disability is appointed.
When fixing persistently expressed disordershealth, leading to the impossibility (even contraindication) of work activity or unconditional inability to it, there is a third degree. These are signs of group I disability.
A separate category "disabled child" is established if a person aged 1 to 18 years has signs of any degree of restriction of the basic life categories of life.
The purpose of the group depends on the general conditionhealth of the person undergoing examination. Here, many factors that limit the basic life categories are taken into account. Among them will be his ability to self-service, orientation, communication, movement, self-control and learning (which is very important for children and young people).
When all these factors are taken into account, the group will be established. The criteria are approved specifically for each group and have unified, very clear recommendations for all branches of the ITU of Russia.
About possible examination objectives
In addition to the main goal - the maximum adaptation of the disabled person to society, - the ITU pursues more specific goals. These include:
- identification of a person with a disability group (category "disabled child");
- establishment of the degree of loss of professional skills and ability to work;
- development (or its correction) of an individual rehabilitation program;
- development (or its correction) of the program of rehabilitation of the victim.
And also the commission can be spent with the purpose of an establishment:
- the level of loss of professional skills from occupational disease or accident at work;
- the need for extraneous care of a close relative, a citizen passing military service;
- signs of a persistent health disorder for ATS officers and other structures.
How to get directions
To pass the examination you need to get a referral (the patient himself or his guardian). This can be done in the following ways:
- Contact a health care institution in Russia, where the person requiring the examination is observed or undergoing treatment.
- Apply with the application to the Pension Fund Department. Here you will need to provide the necessary medical documents certifying the disease, injury or injury.
- Come with an appeal to the social protection authorities, while there should be signs of limiting the life of the person and his need for social protection.
The medical institution issues a referral forform No. 088 / y-06. It will contain information on the health status of the person being sent and the restorative opportunities for his health, about the rehabilitation activities carried out, their results, and the purpose with which the person is sent to the ITU (the disability and the group do not indicate it).
The bodies of social protection and the Pension Fund of the Russian Federationform, approved by Order of the Ministry of Health and Social Development of the Russian Federation of 25.12.2006 No. 874, which contains information on signs of limited life activity (usually based on the fact they established) and the need for social protection, the purpose of the referral.
If a person has been denied the receipt of a referral by all the listed institutions, it has the right to appeal directly to the branches of the ITU.
What other documents are required for examination
Attached documents are attached to the received direction. Their list will depend on the purpose for which the direction is issued. And it can be obtained along with the direction.
Common for all types of expertise will be:
- a written application for the examination from the person to whom it is required;
- a document certifying the identity of the disabled person and his guardian (if any). For children under 14 years of age, the documents of one parent are required;
- a medical certificate confirming the violation of health.
Most likely, you still need the following documents:
- Medical outpatient card, protocolsexaminations (ultrasound, MRI, CT) and X-ray pictures, hospital discharge (any medical documentation of health care institutions of the Russian Federation, confirming the violation of health).
- A copy of the work record card (certified in the personnel department) or the original (for nonworkers).
- Documents on education (if any).
- The production characteristic for ITU (hasapproved sample), it indicates the working conditions, the duration of the working day and the nature of the work performed, as the person copes with his duties.
- For children and students pedharakteristika (made according to the usual form).
- For persons residing in the ITU, this is a certificate of disability (original).

Who are the legal representatives?
In some cases, a person who requires the establishment ofdisability, because of his illness and can not be fully responsible for his actions or physically unable to collect references and go to the authorities. This will be the basis for legitimate representatives to represent their interests. They can be parents, children, other relatives, spouses or outsiders who take care of a disabled person (in this case a guardianship decision will be required).
When examining children under 14 years of age andteenagers under 18 by their legal representatives will be parents. Legislatively provided for their mandatory participation in the process (without them, expertise is not carried out). If the child does not have parents, then they are replaced by guardians.
In all these cases, legal representatives forITU is an important part of the process. They must submit documents that certify kinship or marriage, and may conduct a series of actions for the patient. So, they collect the necessary information, bring the patient for examination, organize the commission's departure home, if it is impossible to deliver it. In fact, they represent the interests of their ward at the ITU.
About the results
During the examination, a protocol is kept. Then an inspection report is drawn up, which consists of 2 parts. He is kept for 10 years. On the hands of the person, against whom the examination was carried out, they issue:
- Help. It indicates the group of disability, the reason and the period for which the disability is established, there must be a reference to the certificate of survey and its requisites.
- Individual rehabilitation program.
Extract from the act, which must be compiled, is sent to the regional branch of the PF no later than 3 days.
If the person disagrees with the resultsthe survey must be written in the same regional or at the head office no later than 1 month from the date of receipt of the certificate. The period during which the repeated examination must pass is 1 month.
In case of disagreement with the conclusions of the commission, you can also apply to the court.
