When was the Monroe Doctrine declared?
December 2, 1823 was announced the so-calledthe Monroe Doctrine, which proclaimed completely new and unpredictable principles of the foreign policy of the United States of America. It was about this document that in his message to Congress the fifth US president, who held the honorary post for two consecutive terms, James Monroe. The essence of this quite democratic doctrine was in one very important phrase - "America for Americans."
So, let's consider in more detail the essence of thisdocument. The Monroe Doctrine pointed out that the United States in the near future should be completely freed from the need for colonization and the subsequent introduction into the domestic policy of any European state. Foreign policy and diplomacy were now also under strict control.
Moreover, the United States of Americathe moment had to remain completely neutral in all European wars. For example, in the event of war in Spain or Italy, the United States could not take the side of one of the rivals. It is worth noting that only a few specialists of that time really believed that America would be able to withstand neutrality. On the other hand, this country had every right to consider the possibility of further creation of colonies on its territory, to interfere in the internal affairs of absolutely all American states.
After the publication of this document, opinionsof the population were divided. Some simply feared this kind of innovation, while others, on the contrary, believed that now there would be a bright future for the Americans. The thing is that the authorities were afraid that Spain would be able to withdraw its colonies in Latin America, which only recently began to show independence. In addition, President Monroe himself had no desire to recognize the newly emerged republics until the acquisition in 1821 of Florida from Spain.
After such a completely successful deal, Americaliterally untied her hands. In turn, Great Britain played a significant role in this process, as it opposed the re-conquest of Latin America and proposed to refrain from its immediate colonization. After lengthy negotiations, in which also the adviser Adams also participated, the US president, having listened to his direct subordinate, made concessions and accepted the British proposal. Accepting the proposal, Monroe, among other things, noted that in this case the Russian Empire also should not expand its borders towards the south of the Pacific Ocean.
In 20 years, the speech of the American president was included in the chronicle under the title "Monroe Doctrine".
Of course, in those days it was impossible to namerelations between the two giant countries - Russia and the United States - are warm or, conversely, hostile. And the Monroe Doctrine has made their relationship even more neutral, according to experts on history and geopolitics. Moreover, the current foreign policy of the Russian Federation in some aspects is a result of the situation that existed before.
