The Hague Conference established the rules of warfare
The world does not stand still. The society develops not only in the technical direction, but also in relation to international norms of behavior. It is peacekeeping organizations that protect the peace of our planet. Imagine if there were no UN, NATO, UNESCO (and this is not the whole list). In the world there would be chaos! Since everyone has his own truth, and only the interests of his state are upheld. Especially it concerns the solution of political issues. Thanks to these organizations, the military intervention of one state in the life of the other is strictly regulated. What role does the Hague Conference play in pacifying the countries? How many participants does it have?
The Hague Conferences
In their organization, a significant role was played by Russia. The First Hague Conference was held in 1899. Its organizer was a well-known Russian lawyer and diplomat FF. Martens. The main goal of the congress was the development of uniform rules for all participating states and laws of warfare. Following the first, in 1907, the Second Hague Conference was convened, again on the initiative of Russia. The whole world appreciated the zeal of this country for the peaceful existence of the planet. This congress has become much more fruitful than the first. There were not only developed, but also adopted universal rules and laws of warfare, the norms for the peaceful settlement of international conflicts and disputes at sea, on land and in the air.

Until the time when it came into effectThe Hague Convention of 1907, the issues of warfare were resolved independently by those states that were involved in the conflict. The aggressor state and the victim were on equal terms, and no one could force the former to abandon the attack on the second. The unwillingness to negotiate and conclude peace treaties resulted in a huge number of casualties among the population. Even in the event of dishonest or self-serving assault on the country, no one could influence the withdrawal of enemy troops, as it violated the laws of warfare of that time.
The Hague Conventions, which are still in force,established uniform standards of warfare. The right to enter the conflict was limited, which resulted in fewer disputes. A scheme for the peaceful resolution of conflicts was developed, which was created, taking into account the previous practice. To resolve the turmoil within the state, other countries could intervene, but only guided by the scheme of the Hague Convention. According to its articles, only peacekeeping troops were allowed to enter.
The fact that the world was interested in a single systemwar, says the fact that the first Hague conference was held with the participation of 26 states, among which leading were the following: Russia, the United States, Japan, the countries of Western Europe. But the second already had 44 member countries. All the previous ones were present, as well as 17 new ones, most of them from Central and South America. Despite the initiative shown by Russia, the whole world was alarmed by the recent Decembrist revolution.
