The history of the life of the vice-governor begins 4October 1966. It was on this day that Igor Slyunyaev was born in the city of Isilkul (Omsk region). That's how his surname sounded from the very beginning, which he wore until 2014. Almost all of Igor's childhood was spent in the Vozvyshensky District, North Kazakhstan Region (Kazakh SSR). The boy's parents were not rich people, and therefore after graduation, he immediately went to work in Karaganda State University. This allowed him to attend evening courses, which were held specifically for the staff of the university. Thanks to the acquired skills, he quickly changed the place of a simple worker to the position of a university assistant.
In 1984, Igor Albina was drafted into the army. The future politician gave his debt to the motherland while serving in the airborne forces. After demobilization in 1986 he entered the Moscow State University. Lomonosov Moscow State University. Here he mastered the specialty of a chemist-technologist, however, he did not want to work on it. In 1988, he settled in the internal affairs bodies, which opened him access to the Moscow higher police school. In 1992 Igor Albin successfully graduated from this educational institution and became a secretary in the All-Union Lenin Communist Youth League (Komsomol). From 1994 to 1996, he held the post of chairman of the board of Mosibinterbank. The beginning of political career
