Viktor Kiryanov: biography
In December 2015, according topresidential decree was a permutation among senior officials of the Ministry of Internal Affairs. From his post was removed Kiryanov Viktor Nikolayevich, who was one of the deputies of the Minister of Internal Affairs. Most analysts see this as a natural process of staff rotation.
Childhood and youth, held in Tikhvin
Viktor Nikolaevich was born on December 29, 1952 in theTikhvin - a small ancient city of the Leningrad region. After graduating from high school, he enrolled as a fitter in one of the city's auto enterprises. Probably, it was here that the young man felt a craving for cars, which became for him for life and the nature of his activity, and a hobby.
After giving the Motherland two years of regular service inthe ranks of its Armed Forces and demobilized in 1974, the future general Kiryanov arranged to work in the traffic police of the city of Tikhvin and, in the next few years occupying a number of grass-roots positions, studying at the North-Western correspondence polytechnic institute, which then successfully ends.
A successful start to a career
With a diploma of higher education, accordingly, there is a prospect of career growth for a young employee. High titles and state awards await him ahead, but for now he is entrusted with a new responsible job. He became the senior inspector of the inter-district group, which took exams with drivers of Tikhvin and Boksitogorsky districts, and from 1989 to 1994 he headed the department of the city executive committee Tikhvin, which deals with registration of vehicles and taking exams from drivers.
His vigor and business acumen were evaluated bydignity, and in the next two years Viktor Nikolaevich Kiryanov occupies a similar position, but already on the scale of St. Petersburg and the region, heading the corresponding department of the State Traffic Police. Having fully manifested himself in this position, since 1996 he has been appointed deputy head of the city traffic police department, and three years later - the head of the St. Petersburg and regional traffic police.
Moving to the capital
In 1999, Viktor Nikolaevich Kiryanov in connection with thetransition to more responsible work in the apparatus of the Main Directorate of the State Traffic Safety Inspectorate of the Russian Federation moves to Moscow. Here in 2003 he was appointed deputy chief of the General Security Service (GSS), and two years later he became the head of the Department of Road Safety of the Ministry of Internal Affairs of Russia, and also a member of the Presidium of the Russian Society of Motor Insurers.
Nomination for RAF President
In the same year in the life of Viktor Nikolaevichthere is also one more significant event. As it was mentioned above, motor transport was for him not only a sphere of professional activity, but also a subject of hobby - what is usually called a hobby. Being an active member of the Russian Automobile Federation (RAF), in 2003 Kiryanov became its president instead of leaving this honorary post Nikolay Pugin.
The mass media explained the shiftleadership of the RAF disagreements that arose between this structure and the Federation of Automobile Sport and Tourism of Russia. Appointment to such a high position Kiryanov largely served the reconciliation of the warring parties. According to numerous experts, at present both federations coexist peacefully, being members of the FIA.
Further career growth
In 2005, when the post of chief became vacantThe Department of Road Traffic of the Ministry of Internal Affairs of the Russian Federation, no one was surprised by the fact that Victor Nikolayevich Kiryanov was appointed to the vacated seat. This position is extremely responsible, and it is understandable that the choice fell on one of the most literate and executive employees. However, even with his experience, it was often necessary to face serious and intractable problems.
The fight against violations of the law within the Office
At the beginning of 2007, the press published a number ofpublications related to the illegal issuance of driving permits. They had an unusually wide response in society and became the reason for the press conference held on March 23. About what measures will be taken to combat this manifestation of lawlessness in the work of the Department, said its head Viktor Kiryanov. The Ministry of Internal Affairs, according to him, plans to conduct regular checks to identify those who have obtained rights through bribes.
In his speech, he promised "seriouslydeal with those who, using their official powers, are illegally enriched, thus jeopardizing the lives and safety of road users and pedestrians. The future deputy minister of internal affairs quite rightly noted that in this case, wine equally falls on the employees of his apparatus and on those who use their illegal activities, since by buying rights, they thereby commit the act provided for in the Criminal Code.
Specific measures to establish the rule of law
In April 2006, the General Prosecutor's Office of the Russian Federationcarried out a comprehensive inspection of the traffic police. Bringing to the attention of the general public its results, representatives of the Prosecutor General's Office reported on the discovery of numerous facts of violation of the existing legislation by employees of the traffic police. On the basis of complaints received from citizens, cases of bribery, extortion and other abuses of office were revealed.
At the level of the top leadership of the Ministry of Internal Affairs wereMeasures have been developed to eliminate the identified shortcomings, and the work on their implementation was headed personally by Viktor Nikolaevich Kiryanov. Already at the beginning of next year he told the press about the measures taken.
Kiryanov said that in view of the violationslegality of traffic police officers, over the past year 7000 employees were brought to administrative responsibility, with 70% of them dismissed under the relevant article. In addition, the head of the security department said that henceforth, it is planned to take even more stringent measures against bribe takers and chicken farmers.
One useful and necessary initiative
A very characteristic initiative is interesting, withwhich Kiryanov made in 2008. He made a proposal to simplify the initial technical inspection of vehicles manufactured by domestic manufacturers. In his opinion, it would be expedient to allow the manufacturing plants to attach to vehicles that have come down from their conveyors, certificates of passing a vehicle inspection.
This would largely save customers from unnecessaryhassle. It should be noted that such a reasonable and promising proposal was met with active opposition from foreign suppliers, who saw in it the creation of additional market advantages for Russian goods that run counter to the rules of international commerce.
Six-year program to improve road safety
During the entire period, while Kiryanov headedapparatus of the traffic police, the main direction of his work was to ensure security. On his initiative, a program widely covered in the press was implemented, the purpose of which was to reduce accidents on the roads of the country. Activities planned for this program were calculated for the period 2006-2012. Fifty-two billion rubles were allocated from the federal budget for its implementation.
The top of the career and the subsequent resignation
As before, its energy and efficiencyreceive a well-deserved estimate. At the end of January 2011, Viktor Nikolayevich Kiryanov was appointed deputy minister of internal affairs by presidential decree. This appointment was one of the measures taken by President DA Medvedev to strengthen security measures after the sad and memorable terrorist attack that took place not long before at Domodedovo airport.
In December 2015 in the mass mediainformation there was a message that Viktor Nikolaevich Kiryanov was dismissed from the post by presidential decree. The resignation of the Deputy Minister of Internal Affairs is viewed by observers as an ordinary staff rotation. Many of them admit the probability that soon it will become known about his new appointment.
About who will take responsible instead of Kiryanovapost, it became known in the last days of the same month. Dmitry Mironov, a man with a wealth of experience in the security services and previously heading the General Directorate of Economic Security, whose scope of activity was fighting corruption, was appointed deputy minister. Evidence of his successful work in this position are state awards, among which the Order of the Fourth degree "For Services to the Fatherland".
In conclusion, we should add a few more words. Viktor Nikolaevich Kiryanov, whose resignation was a surprise for most of his colleagues, is unlikely to be satisfied with the quiet life of a pensioner. Apparently, he is waiting for new appointments and new duties. Issues related to traffic safety, do not lose their relevance to this day. To solve them, experienced and energetic people are needed, capable of assuming full responsibility for the task entrusted to them.
