Since recently, real estate has becometo be evaluated in a new way. A cadastral value was introduced, which provides for other principles for calculating the value of objects and maximum approximation to the market price. At the same time, the innovation entailed an increase in the tax burden. The article describes the difference between the cadastral value of the inventory and how it is calculated.
What is the inventory cost?
Inventory value of real estateis the fruit of the work of the Bureau of Technical Inventory (BTI). Their methodology provides that when estimating the base, the primary value of the object is taken and multiplied by the wear coefficients. The difference between cadastral value and inventory is that in the second case, market factors are not taken into account.
During the inventory, everything was taken into account, from whichconsists of a building, structure or room - the size and material of walls, floors, roofs, windows, doors. What is the cadastral value?
The cadastral value is different. When it was developed, the Ministry of Finance set out to increase tax revenues to the budget. The goal was one: as close as possible to market value.
As a result, a federal law was adopted, entitled "On Valuation Activities in the Russian Federation", and now the definition of cadastral value has acquired a legal nature.

Procedure for conducting cadastral valuation

- The received data are approved by the authorities of the region and are published.
- The data are entered in the cadastral system.
Who evaluates the property?

How is the cadastral value of the property calculated?

Coefficients are displayed simply. Evaluators with regional authorities take as a basis the cost per square meter in the real estate market and calculate how much more inventory it is. It remains a little (10 percent) to reduce the result of division - and the ratio is ready.
How does the property tax depend on the cadastral value?
Due to the fact that the cadastral and inventory value is determined in different ways, the difference in the price of real estate that was taken as a tax base was significant.

Is it possible to challenge the cadastral valuation?

The arbitral tribunal will simply reject the claim if the conclusion of this body is not attached to the application. However, in the future, if the owner has a conviction of rightness, one must sue.

And this service is expensive and in some cases simply unprofitable. The cost of an expert can significantly exceed the difference in taxation.
