Subjects

The federal body authorized to issue licenses is Rosoboradnadzor. This authority provides permissive documents to the following persons:

1. Organizations that conduct training on the programs in / about.
2. Federal vocational educationinstitutions training in defense-related disciplines, in the areas of defense industry, internal affairs, security, national guard, communications, transport, science-intensive production, nuclear power engineering in specialties, the list of which is established by the governmental Decree No. 437.
3. Russian organizations located abroad, established under the terms of international treaties, foreign missions of the Ministry of Foreign Affairs.
4. Foreign educational institutions conducting training at the location of the branch in Russia.

Immediate provision of permitsdocuments is made by structural divisions of Rosobrnadzor. Each region defines the authority responsible for licensing - the department, committee or ministry.
