The executable itself is located in the Windows system folder, namely in the System32 directory. You will not be able to clear the DNS cache when the service is not running. With this attempt, the system will display a message stating that it can not clean.
It follows that in order to clear the cacheDNS, you need to start the DNS client. To do this, call the start menu, then go to the setting where you want to start the control panel. In its window, look for the administration icon, in which there will be a section of services. When this window opens, you will have to allocate the service of the CSN client and start it.
In order to determine the automatic typestart the client DNS, again open the start menu, in which the above method should start the services window.
